The first episode of one of the new seasons already aired on Toonami for April Fools, Japanese audio with English subtitles (I assume the actual airing will be English dubbed). Heard from anons that watched it that they thought it was rather sterile compared to the first episode of the original. Can't say personally if that's accurate though as I didn't watch it.
Anyhow, I know there are some out there that will likely spout that western involvement can bring good things, like the second season of The Big O, but I would much rather Japan make series with their local base in mind/control than have something be made/continued due to western funding/input. Bad enough when a western company butchers shit for our own official releases here, but get them involved in the actual production process and they have sway to change shit during creation, be it that there's actual westerners now working on it, or simply the ability to pull funding if they don't get their way. Similar case in video games with NoA/Treehouse wanting to work with NoJ in production, to make sure what the Japanese branch puts out is acceptable for release in the rest of the world (some "it's not censorship when all versions are the same" logic, I wager).

One of the few things I'd actually consider alright about this, being that there will eventually be some new OSTs by them. That said, I don't know if it's more likely that the music will be outright new, arrangements of their old stuff, or reuse of old stuff (which would likely still get their names on the projects).

Depending on the series, I wouldn't consider wanting more world building or closure a sin, but FLCL isn't one of those series. It set out to show a handful of slices into Naoto's life, how he deals with those around him, and realizing it's okay for him to act his age. The amount of world building that's present worked enough for setting a backdrop, and the show began with Haruko entering his life, and ends when she left. It wasn't meant to be anything longer at the time (at least the anime; I know it has a manga but I'm not sure if it's a 1:1 adaptation or expanded), hence why, combined with the gulf of years and changes to who's involved now, the new seasons come off as unnecessary sequels, at least to me. I suppose where there's demand and money though, things can't be left well enough alone.
And I'm not sure it's just normalfags, as I've seen a fair bit of that sort of "where's the lore/closure?" from anons as well. Either that or the normalfag infestation of imageboards has gotten just that bad.
