The two anime I can remember having actual diaper scenes are Planetes and Chio-chan no Tsuugakuro, although the latter only has a very short scene referencing the stereotypical shut-in gamer.

The best example of actual ABDL in an anime is Kanamemo, although diapers aren't explicitly shown. The lolicon onee-san in that show definitely has a fetish for omorashi/ageplay/humiliation.

I've heard the original manga version of Elfen Lied featured a diaper-dependent girl, but she wasn't included in the anime version.
