Do you know how this manufacturing actually works?
They contact a factory with correct machinery. They reserve machine time. The factory then proceeds to make the order in one go. This order is then stored somewhere else and shipped as ordered. After which the factory starts to make the order of another client. Usually companies have few factories with few lines making different things.
If the problem is not observed and deemed worth fixing within the first test run, then it will not be fixed at all, unless they get around to it when making the next patch.
Also the problem might not be at the factory. It could be at the place that made the printed foil, it could be a problem with the design.
Seriously. Nowadays the simplest thing can come from many places, have many hands in between and none of them wants to take the blame for an issue.
