If you want neoprene then just get a wet suit? Also there is some sporting gear that is made of neoprene cloth.
I'm fairly sure that no one makes "ABDL neoprene baby gear".

Yes, but it's typically a bit thicker I think. It feels kind of like sponge foam.
It's the same stuff that a lot of slim laptop bags (without handles) are made from.
